I figured that a list of free graphics editors may help people, so here you go.

While writing this post, I found the following page that lists heaps of free image editors, which means that I don't have to ;)

Good image viewing program. Very little editing capabilities, but has very good resizing/resampling functions.

Ultimate Paint, easy to use and powerful. Shareware, basic functions are unrestricted but more advanced ones restrict saving.

Image Forge. Some people like it, some don't.

http://www.humanbalance.net/gale/
Gale. The page is in Japanese, but I've heard good things.
